API partners with the One Window Service Office (OWSO) and District Ombudsman (DO) to promote access to, and increase responsiveness of their services. To achieve this, the project will: work with and support the OWSO (supply side) to improve the quality of its services and respond to the needs of citizens by developing communication strategies and appropriate outreach tools; and strengthen citizens’ capacity (demand side) through education and awareness raising, which allows them to participate in the municipal governments’ affairs. Furthermore, the project provides a platform for citizens to voice their concerns in relation to the municipality’s administration and services; collaborate with the District Support Team (DST) to enhance its capacity and provide ongoing support to OWSO and DO; and conduct outreach information sessions to specific target groups in the community about work and services available at OWSO and mechanisms available for complaints.
The project works closely with other key stakeholders, including: the Provincial Association of Commune/Sangkat (PACS), provincial department offices, civil society organizations, and others to ensure they are actively participating and supporting all related works of OWSO and the DO.

This project improves public health services through enhanced citizen engagement with commune and district councils and government health officials. CCSP has formed a coalition with ten local non-government organizations (LNGOs) and community research teams (CRTs) to build their capacity in good governance and social accountability.

The project supports LNGO partners and CRTs to implement a citizen’s rating report (CRR) on health services in 30 communes in five provinces. The project promotes CRR findings at the commune, provincial, and national levels to inform planning for health services. CCSP also works with the Ministry of Interior and the Ministry of Health at the provincial levels to advise them on suggested ways to improve health services at the commune level.
